GPSR and Omnibus on Magento: What Romanian Stores Miss

October 20, 2026 - by Alexandru-Manuel Carabus

Omnibus requires a discount to start from the lowest price of the last 30 days. GPSR requires 4 items on the product page. Magento does neither on its own.

Two cards. Omnibus: a product page with 399 lei, a struck-through price of 429 lei, -7% and the line "Lowest price in the last 30 days: 429 lei", under HG 947/2000 art. 4¹, in force since 28 May 2022. GPSR: a Manufacturer tab with the 4 items Regulation (EU) 2023/988 art. 19 requires since 13 December 2024: the manufacturer, the EU responsible person, product identification, and warnings and safety information.

After e-Factura, two EU rules change what has to appear on the product page. Omnibus has applied in Romania since 28 May 2022 and covers price reductions. GPSR, the EU's General Product Safety Regulation, has applied since 13 December 2024 and covers manufacturer data and safety information. Magento covers neither out of the box. Below is what each rule asks for, and where a standard Magento store falls short.

Omnibus: the discount starts from the lowest price of the last 30 days

In Romania the rule comes from Government Decision (HG) 686/2022, which added article 4¹ to HG 947/2000 on price indication. Every price reduction announcement must show the prior price, and the prior price is the lowest price the seller charged in the 30 days before the reduction. The law has 3 exceptions:

  • Products on sale for less than 30 days: the prior price is the lowest price since they went on sale, and that period must be shown.
  • Products that spoil quickly: the window is 10 days, not 30.
  • Discounts that grow step by step within one campaign: the prior price stays the price before the first reduction.

The percentage shown is also calculated from the prior price, according to the European Commission's 2021 guidance. A missing prior price carries a fine of 5,000 to 30,000 lei, inspections are done by ANPC, Romania's consumer protection authority, and the store proves its prior price with its own records when inspectors ask.

Example: a 499 lei product, on a 429 lei campaign two weeks ago, costs 399 lei today. Against the regular price the discount looks like 20%, against the lowest price of the last 30 days it is 7%.

Where a standard Magento store gets it wrong

Magento shows the reduced price next to the product's regular price, the “price” attribute. It doesn't remember what the product cost last week. That leaves 3 gaps:

  • The struck-through price is the regular price, not the 30-day low: if the product was on a campaign in the last month, the discount shown is too big. In the example above, 399 lei shows as -20% against 499, although against the 429 lei campaign two weeks ago the discount is 7%.
  • There is no price history: Magento Open Source doesn't keep past prices, so there is nothing to pull the proof from when ANPC asks for it.
  • Price rules move the price, not the reference: a catalog price rule or a special price with start and end dates changes the price shown, but the struck-through price stays the regular price.

GPSR: 4 items required on the product page

Regulation (EU) 2023/988, known as GPSR, applies to consumer products, with exceptions such as food, medicines and antiques. Article 19 requires an online offer to show, clearly and visibly, at least:

  1. the manufacturer's name or trademark, plus the postal and electronic address where they can be contacted;
  2. if the manufacturer is not established in the EU, the name and addresses of the responsible person in the EU;
  3. information that identifies the product: a picture, its type and any other identifier;
  4. the warnings and safety information on the product, its packaging or its instructions, in a language the shopper can easily understand.

Article 19 also applies to products that have their own EU rules, such as electrical appliances and toys.

Why Magento doesn't show them on its own

Magento has a “manufacturer” attribute, but it is a list of names. It has no room for a postal address, an email address or an EU responsible person. If the specifications tab shows only the code, weight, dimensions, EAN and brand, the page covers only item 3 of the 4. And manuals with warnings need to be on every product that has them, not just on some.

Your own brand makes you the manufacturer

If you sell products under your own brand, the regulation treats you as the manufacturer. Article 3 point 8 defines the manufacturer as anyone who makes a product, or has it designed or made, and markets it under their own name or trademark. That brings duties that have nothing to do with the website, such as the risk analysis and technical documentation in Article 9. For products with their own EU rules, such as electrical appliances, the manufacturer duties come from those rules. Check them with your legal adviser.

What to check this week

  • One reduced product: compare the struck-through price with the product's lowest price of the last 30 days. If you can't find that price, you don't have the proof ANPC can ask for either.
  • November campaigns: for every product in the campaign, find the lowest price of the 30 days before it. That is the struck-through price.
  • One product from a non-EU manufacturer: look for the EU responsible person's name and addresses on the page.
  • Your own-brand products: count them. For each one, you are the manufacturer.
  • Instructions: open 3 products with safety warnings and check that the instructions are on the page, in Romanian.

How we solve them on Magento and Hyvä

We work with Qoliber, our partner, which has a Magento module for each rule, both compatible with Hyvä. The Omnibus module keeps the lowest price of the last 30 days for every product, recalculates it when the price changes, and shows it on product pages and product listings. The GPSR module adds a tab to the product page with the manufacturer's or importer's data and the attached safety documents.

We install them together as the EU Compliance Pack and retest them on every Magento and Hyvä upgrade. The module displays the manufacturers' data, but that data has to be collected from each manufacturer. The pack covers the website side of GPSR, meaning Article 19. Manufacturer duties stay with the store.
